Fulbright Philippines, in partnership with the Philippine Space Agency (PhilSA), is offering two international scholarships for Filipino graduate students, early career professionals, or practitioners working in space science and technology applications (SSTA), space law and policy, and other space-related fields. The scholarships are for those who wish to (1) pursue master’s or doctoral studies or (2) conduct advanced research in universities and appropriate institutions in the United States.
Under the umbrella of the PhilSA Scholarships and Fellowships Program (SFP), the scholarships are aimed towards accelerating the development of a sustainable pool of space scientists, engineers, lawyers, entrepreneurs, communicators, and other professionals constituting a robust domestic space ecosystem.
The scholarships are as follows:
- Fulbright-PhilSA Visiting Scholar Award in SSTA: for Filipinos aiming to conduct SSTA research projects in US universities, non-profit research institutes, and government institutions during the 2024-2025 academic year.
- Fulbright-PhilSA Program Award in SSTA: for Filipinos aiming to study at the graduate level (master’s or doctoral) or pursue non-degree doctoral dissertation research in the US for fields related to SSTA during the 2025-2026 academic year.
These scholarships offer funding for the following priority areas:
- Space applications for hazard management, disaster mitigation and climate studies, resource management and environmental monitoring including maritime domain awareness, and addressing water-energy-food security through remote sensing and geospatial analysis with a focus on data fusion from Earth observation satellites, airborne platforms, and positioning, navigation and timing (PNT) technologies and integration of satellite data in predictive analytics, artificial intelligence, machine learning, and data assimilation.
- Innovation and advancements in spacecraft systems development, engineering, and robotics, particularly focusing on satellite development, control, and operations; spacecraft design and engineering; payload system development; rocketry; instrumentation and signal processing; internet of robotic things (IoRT); space debris mitigation and removal; onboard AI; and cybersecurity for space-based systems.
- Space science and multidisciplinary studies that build capabilities in space environment utilization, space situational awareness, and space exploration through the fields of astrophysics and space physics, cosmology, planetary science, space biology and astrobiology, space biotechnology, space medicine and drug discovery, space food and nutrition, materials for space, space analogs, and STEM education with focus on astronomy and space sciences.
- Areas in space law and space business management such as space law and policy, space diplomacy, space business management, R&D management, and other related disciplines.

Eligibility
Fulbright-PhilSA Visiting Scholar Award in SSTA
- Philippine citizenship*
- Doctoral degree or equivalent professional training/experience
- Proficiency in English
*Individuals holding dual citizenship, are permanent residents, and/or are presently studying in the U.S. are not eligible.
Preference will be given to those without recent experience in the U.S. The grants are not for the principal purpose of attending conferences or completing doctoral dissertations.
Fulbright-PhilSA Program Award in SSTA
- Philippine citizenship*
- Proficiency in English
- College degree with major in field of specialization; excellent undergraduate record
- At least two years of professional work experience (after college) in their field of specialization. Assistantships during college do not count.
- Applicants must be in good health to pursue graduate work in the U.S.
- Applicants must return to the Philippines immediately upon completion of study.
- Non-degree applicants must meet the added requirements:
- Applicants for doctoral dissertation must show proof that materials required to pursue research are not available in the Philippines but are available in the U.S.
