Dr. Gay Jane P. Perez is. Filipino scientist recognized for her contributions to satellite remote sensing and the development of the Philippines’ space capabilities. She is currently the head of the Philippine Space Agency (PhilSA) after previously serving as Deputy Director General for Space Science and Technology since 2021. She is also a Professor at the University of the Philippines Diliman.
Prior to her appointment at PhilSA, Dr. Perez led key satellite development initiatives in the Philippines and spearheaded research projects utilizing satellite and remotely sensed data for environmental monitoring, agricultural applications, and climate studies.
Since 2015, she has been involved in satellite mission definition and analysis, contributing to the development of the country’s first Earth Observation satellite, Diwata-1, and its successor, Diwata-2. She also oversees the development of the Multispectral Unit for Land Assessment (MULA), the country’s first large-scale, high-resolution Earth observation satellite.
Dr. Perez is a recipient of numerous prestigious awards, including the National Academy of Science and Technology (NAST) Outstanding Young Scientists Award (2021), The Outstanding Women in the Nation’s Service (TOWNS) Award (2019), and the ASEAN-U.S. Science Prize for Women (2018)—becoming the first Filipino woman to receive the latter. She was also a postdoctoral fellow at the NASA Goddard Space Flight Center from 2010 to 2011.
DENIS F. VILLORENTE

Engr. Denis F. Villorente is the Deputy Director General currently handling the portfolio of Space Operations, Infrastructure, and Industry of the Philippine Space Agency (PhilSA).
Prior to PhilSA, Engr. Villorente served with the Department of Information and Communications Technology and the Department of Science and Technology Advanced Science and Technology Institute.
DR. MARC CAESAR R. TALAMPAS

Dr. Marc Caesar R. Talampas currently serves as the Deputy Director General for Space Science and Technology (DDG-SST) of the Philippine Space Agency. In this role, he assists the Director General in guiding programs and projects that advance scientific and engineering knowledge, space missions and capacity-building in Space Science, Technology and Applications (SSTA). He also oversees units involved in policy development, international cooperation, and legal services.
Prior to his appointment as DDG-SST, Dr. Talampas served as the Director of the Space Technology Missions and Systems Bureau (STMSB), where he directed and undertook the design, implementation, testing, and integration of technologies for satellites, spacecraft, and space systems used for space science missions and space-enabled operational services.
Dr. Talampas obtained his BS Electronics and Communications Engineering and MS Electrical Engineering (Instrumentation and Control) degrees from the University of the Philippines, where he is also a Professor. He obtained his Ph.D. in Electrical and Electronic Engineering from the Nanyang Technological University in Singapore. His research interests include localization and tracking in wireless networks, sensor network applications, and satellite and space technology.
Dr. Talampas has led pioneering projects in Philippine space technology, including serving as project leader of “Project 1: Microsatellite Bus Development (BUS)” under the PHL-MICROSAT Program funded by the Department of Science and Technology. He also spearheaded the “Building PHL-50: Localizing the Diwata-1 and Diwata-2 Bus System as the Country’s Space Heritage 50kg Microsatellite” project under the STAMINA4Space program.
ROLANDO P. MARTINEZ, MBA
Director IV, Space Industry and Strategic Business Development Bureau

Director Rolando P. Martinez currently serves as the Director IV of the Space Industry and Strategic Business Development Bureau (SISBDB) of the Philippine Space Agency (PhilSA). In this role, he leads initiatives that promote industry development, investment, and innovation while building strategic partnerships across government, academia, and the private sector. His office also supports the security sector by advancing capabilities in Space Science and Technology Applications (SSTA) for national security and development.
Prior to joining PhilSA, Dir. Martinez spent more than three decades in the technology industry. He held executive leadership positions in engineering, technology management, and corporate governance, following earlier roles in hardware engineering. His professional experience spans hardware and electronic product design, software development, project management, and executive leadership.
He obtained his Bachelor of Science in Electrical Engineering (magna cum laude) and Master of Business Administration (MBA) degrees from the University of the Philippines Diliman. He passed the Japanese Language Proficiency Test (JLPT) N1, the highest level of the JLPT, in July 2019. He was conferred Career Executive Service Eligibility (CESE) on 04 June 2026 pursuant to Career Executive Service Board (CESB) Resolution No. 1832, s. 2026.
DR. MARK EDWIN A. TUPAS
Director IV, Space Information Infrastructure Bureau

Dr. Mark Edwin A. Tupas is Director IV of the Space Information Infrastructure Bureau (SIIB) at the Philippine Space Agency (PhilSA), where he leads efforts to advance the nation’s space information infrastructure and expand the use of space-based data, remote sensing, and geospatial technologies for national development. Before joining PhilSA, he served as an Associate Professor at the University of the Philippines Diliman, Department of Geodetic Engineering. He earned his BS in Geodetic Engineering and an MS in Remote Sensing from UP Diliman. He completed his Doctor of Technical Sciences (Dr. techn.) in Surveying and Geoinformation at TU Wien, Austria.
Dr. Tupas has been instrumental in shaping the country’s pioneering Earth observation and space initiatives. As Project Leader for the Archiving and Distribution components of the Phl-Microsat and Phil-LiDAR 1 Programs, he helped establish systems for satellite and LiDAR data management, access, and utilization. Additionally, as a core team member of the National SPACE Development Program (NSDP), contributing to foundational activities that supported the establishment of the national space agency.
His research on Synthetic Aperture Radar data cubes contributed to the Copernicus Emergency Management Service (CEMS) Global Flood Monitoring system, a pioneering platform enabling near real-time flood monitoring worldwide. In 2018, xyHt Magazine recognized his leadership and contributions to the geospatial field by naming him to its 40 Under 40 list.
ENGR. JOHN LEUR D. LABRADOR
Director IV, Space Technology Missions and Systems Bureau

Engr. John Leur D. Labrador is a Filipino aerospace engineer and scientist recognized for his contributions to satellite development and the advancement of the Philippines’ space technology capabilities. He is currently serving as Director IV of the Space Technology Missions and Systems Bureau (STMSB) at the Philippine Space Agency (PhilSA).
Prior to his appointment as Director IV at PhilSA, Engr. Labrador served for over four years as Chief Science Research Specialist of the Spacecraft Mechanical and Autonomous Systems Development Division (SMASDD) under the Space Technology Missions and Systems Bureau. He currently leads as Technical Lead of the Multispectral Land (MULA) satellite project, the country’s largest Earth Observation mission to date. With more than a decade of experience in satellite systems engineering, he has been directly involved in the development of the Philippines’ first Earth observation satellites, Diwata-1 and Diwata-2.
Since 2014, he has been actively involved in satellite mission design, embedded systems engineering, and technology transfer initiatives, playing a role in the Philippines’ growing expertise in Earth observation and space systems. His academic background includes a Bachelor of Science in Electronics and Communications Engineering (cum laude) from the University of the Philippines Diliman and a Master of Science in Aerospace Engineering from Tohoku University. He is a licensed Electronics Engineer.
Before his tenure as Chief SRS at PhilSA, he worked as University Researcher V at the STAMINA4Space Program (2019–2021), contributing to landmark initiatives such as the Advanced Satellite Development and Know-How Transfer for the Philippines (ASP) and the PHL-50 microsatellite bus heritage project. He further expanded his expertise through international research at the Space Robotics Laboratory of Tohoku University, Japan, where he focused on spacecraft robotics and autonomous systems.
Engr. Labrador has also shared his expertise as a keynote and resource speaker in various scientific and educational forums, including events organized by universities, professional societies, and civic organizations. His professional development includes specialized training in project management, leadership, and satellite technology transfer with institutions such as Surrey Satellite Technology Ltd.
Through his work, Engr. Labrador continues to contribute to the Philippines’ space technology missions, fostering innovation and capacity-building in aerospace engineering and satellite development.
