The Philippine Space Agency (PhilSA), conducted a Multi-Stakeholder Consultation as part of the country’s continuing efforts to accede to the Outer Space Treaty and the Rescue Agreement. Building on the initial consultation held in 2025, this year’s session held on 8 September 2026 at the Blue Room, Atencio Libunao Hall, University of the Philippines Diliman advanced the completion of the National Interest Analysis report.

The consultation gathered representatives from various government agencies to discuss the national significance of the two foundational international space treaties and their implications for the Philippines’ space governance framework. During the program, the UP Institute of International Legal Studies (UP IILS) presented findings and recommendations in refining the National Interest Analysis. This also guided the next steps in the accession process including obtaining Certificates of Concurrence from key government agencies.

Discussions highlighted how accession to the Outer Space Treaty and Rescue Agreement strengthens the country’s commitment to the peaceful, safe, stable, and sustainable use of outer space while supporting the implementation of the Philippine Space Act and the Philippines’ obligations under international law. Participants also examined how these treaties can reinforce national priorities across sectors through the responsible use of space-based technologies.

As the lead agency for the ratification of international space treaties, PhilSA continues to work closely with partner institutions, including UP IILS and the Department of Foreign Affairs, to strengthen the country’s legal and policy architecture for space activities and advance the Philippines’ long-term vision of becoming a space-faring nation.

The consultation also forms part of the Philippines’ broader efforts to strengthen its participation in the international space governance regime. The country acceded to the Convention on Registration of Objects Launched into Outer Space (Registration Convention) in 2024, joined the Artemis Accords in 2025, and has been a State Party to the Moon Agreement since 1984. Accession to the Outer Space Treaty and the Rescue Agreement represents the next step in expanding the Philippines’ commitments under the core international space treaties.
