The Philippine Space Agency (PhilSA) sustained its commitment to institutional excellence after successfully passing its first ISO 9001:2015 surveillance audit and earning a ‘Very Satisfactory’ rating for the second consecutive year from the Department of Budget and Management (DBM) for Fiscal Year (FY) 2025.

“PhilSA’s maintenance of the ISO 9001:2015 certification and a consecutive ‘Very Satisfactory’ rating from DBM recognize the Agency’s consistent efforts to institutionalize robust systems and processes that support the effective delivery of our outputs and services, while fostering an enabling workplace for our scientists and engineers. It also reflects our commitment to continuous improvement as we advance the Philippines’ goal of becoming a space-capable and spacefaring nation,” Ad Interim Director General Gay Jane P. Perez, Ph.D. underscored the importance of these accomplishments. 

“We remain steadfast in upholding global standards and the responsible utilization of public funds as we deliver programs that bring the benefits of space to Filipinos,” Dr. Perez added.  

ISO 9001:2015 surveillance audit 

The surveillance audit was conducted by TÜV Rheinland, an independent international testing, inspection, and certification provider. The audit affirmed that PhilSA’s Quality Management System (QMS) remains compliant with ISO 9001:2015 standards across key operational areas, including space science and technology applications (SSTA) programs; policy, planning, and coordination; public access and resource-sharing; research and development; education and capacity building; and international cooperation. 

TÜV Rheinland recognized PhilSA’s strong collaborative work with its stakeholders, particularly in providing space data and services that support strategic program implementation. The Agency’s performance management and monitoring systems were also commended for its alignment with oversight agencies. 

PhilSA received its ISO 9001:2015 following its successful external quality audit in May 2025, through the Development Academy of the Philippines’ (DAP) Government Quality Management Program (GQMP). The surveillance audit is an annual mandatory assessment conducted after initial certification to ensure continued compliance with the ISO management system standards, validating that processes remain effective and are continuously improving. 

‘Very Satisfactory’ for DBM’s Annual Agency Performance Report 

PhilSA received a 4.02 (Very Satisfactory) rating in DBM’s Annual Agency Performance Report (AAPR) for FY 2025, reflecting the agency’s performance in operational management, fiscal accountability, and public service delivery. 

As a key mechanism to assess how government agencies efficiently and effectively utilize the allocated budget, the AAPR evaluated the quality and timeliness of reports and data submissions, and achievement of performance indicators.   

PhilSA has received a ‘Very Satisfactory’ rating for two (2) consecutive years. DBM commended PhilSA for its timely submission of its reports, aligned with the Commission on Audit (COA)-DBM Joint Circular No. 2019-1 and recognized the Agency’s efforts in exceeding physical targets since FY 2022, following PhilSA’s establishment in 2021.   

The ‘Very Satisfactory’ rating underscores PhilSA’s commitment to accountability, transparency, and sound fiscal management. It reflects the Agency’s active efforts to ensure that public funds are utilized responsibly for public service. These achievements demonstrate PhilSA’s commitment to deliver the benefits of space data and services to Filipinos for national development.
